seeing as this is an ancient report for an end-of-life version of Ubuntu it would be best to just close this. If this problem persists on newer installations of Ubuntu, please report a new bug (ubuntu-bug compiz). On maverick merkat final, sometimes I've no window borders or decorations just after boot. compiz --replace solves the problem for the whole session.
