Confirmed fixed. Still kvetches about procps, but doesn't mark the package broken any more. This is fixed in Lucid. The workaround that I offered earlier works only if the package cache is updated, otherwise the install command overwrites it. I've also had this problem upgrading to 9.10. It's affecting basically all my updates, too.
