Is this still an issue for you? This is currently working for me. The
upstream bug link is https://bugs.launchpad.net/software-center. That
link works, it's just that Software Center doesn't use Launchpad for bug
tracking, so it doesn't actually have any bugs there, though I should
say that I'm on Launchpad edge.
