Not a documentation bug, we recommend you to install flash via the repositories like every other program. Install the flashplugin-nonfree package.
Ubuntu is not responsible for Adobes packages so we can't help to fix them. Ubuntu should detect flash and offer you the chance to install it in the proper way.
