The bug is still present in 10.04RC, tested with a LiveCD. So I did an

  With gnome-volume-control, it's possible to select the volume output I
  want between 15% and 100%. When the seound volume is set below 15 %,
  there is no sound. The problem is that the sound at 16 % is too loud.
  
  The solution given in Bug #420578 in comment 8 stops the behavior :
  replacing all instance of "volume = merge" with "volume = ignore" in
  /usr/share/pulseaudio/alsa-mixer/paths/analog-output.conf*. But this
  solution cause the login sound to be very loud whatever was the sound
  level in the last session.

Hi Marc,

This bug was reported a while ago and there hasn't been any activity in it 
recently. We were wondering if this is still an issue? Can you try with the 
latest development release of Ubuntu?  ISO CD images are available from 
http://cdimage.ubuntu.com/releases/ .

If it remains an issue, could you run the following command from a Terminal 
(Applications->Accessories->Terminal).  It will automatically gather and attach 
updated debug information to this report.

apport-collect -p linux 478365

Also, if you could test the latest upstream kernel available that would be 
great.  It will allow additional upstream developers to examine the issue.  
Refer to https://wiki.ubuntu.com/KernelMainlineBuilds .  Once you've tested the 
upstream kernel, please remove the 'needs-upstream-testing' tag.  This can be 
done by clicking on the yellow pencil icon next to the tag located at the 
bottom of the bug description and deleting the 'needs-upstream-testing' text.

Since the update of pulseaudio of yesterday in proposed repos, the
behavior came back. I got to do the workaround another time to resolve
the problem but the sound is still very loud at log on.
