I think this error is a false positive, I mean, I'm also getting it whilst running Ubuntu v8.04.1, pppd v2.4.4 with the 2.6.24-21-generic Kernel. The problem, I think, is a permissions issue. Not long ago, I accidentally ran chown (Recursively) on my /usr directory, hehe, not realizing the gravity of it's affect... Anyways, I think this is a left-over of that mistake. Perhaps, a binary related to PPPoE is not setuid or setgid properly? P.s: I work around this issue by using sudo in a user account who's a member of admin (Or, is it adm?)
