Comment from upstream: Installing dictionaries is a distro-level issue. Different Linux distributions use different dictionary systems (aspell, myspell, hunspell, etc.) and different package management systems (apt, deb, Portage, etc.). It's unfortunate, but at present it's simply beyond the scope of Evolution to try and install additional software on your system. There's just too many variables. A little python/canonical-compliant gnome application to install dictionaries system wide (OOo, evolution/gedit/etc..) should do the trick.
