Hmm, all I see in the logs is:

python-mapnik (0.6.1-0ubuntu4) ...
pycentral: pycentral pkginstall: Not overwriting local files:
   dpkg: /usr/lib/python2.6/dist-packages/mapnik/ogcserver/modserver.py not 
found.
pycentral pkginstall: Not overwriting local files:
   dpkg: /usr/lib/python2.6/dist-packages/mapnik/ogcserver/modserver.py not 
found.

'modserver.py' was a new file in 0.6.0. I'm not sure why that would
cause problems in an upgrade.

I just rebooted ubuntu and seems to have working 9.10...

Configuring python-mapnik (0.6.1-0ubuntu4) ...
pycentral: pycentral pkginstall: Not overwriting local files:

found.

dpkg: Can't process parameter python-mapnik (--configure):
 instalation subprocess post-installation returns error code 1

This is an intended behavior of pycentral to not overwrite locally
installed python modules.

You can either remove the version previously installed or set overwrite-
local=1 in /etc/python/debian_config .

Then try performing the update again. This will likely resolve your
issue. If so please set the bug's status to Invalid. Thanks in advance!

Long time ago i played with mapnik build from source. 
And probably python-mapnik module come from there...

Can't try preform update again, because after reboot my system says is is 
Ubuntu 9.10.
Every things works fine. (Except some minor things like kpackagekit, synaptic 
works fine)
