The bug was opened during the Lucid development cycle and got fixed after another update during the development process. Why is this bug closed? Unless the user intentionally does something evil, "apt is installed" is an invariant Ubuntu should maintain. I am having these problems on my LTS distribution. Can you please explain where I can download the apt package? Googling things like "ubuntu apt download install" gets tutorials on how to use apt-get. Downloaded apt from karmic, installed it, everything works again.
