I'm closing this bug as it does obviously not exist in lucid and newer.
If you want this open for karmic, track it in karmic, not in the general
Ubuntu field.

This seems to be pretty much the same as the bug I reported ID  568813,
in my case I purchased the 10 DVD set from an authorised seller linked
from the Ubuntu site for £23.  Everyone else who has paid money for DVD
sets is going to find them pretty much unuseable.  I agree with Sensiva
that this is a critical bug for those with no high speed internet access
or none at all.

Thanks for your explanation. I've changed the bug title accordingly.

I think the 30 seconds pause in Lucid is still unwanted behavior, and
maybe this should get fixed for Karmic, if it's easily possible.

I really appreciate your consideration. I would like to tell you that
this issue is critical in zones where high speed Internet connection
isn't an option. Before Karmic we used to burn those DVDs after building
them, now Karmic users have to copy the whole repos in the hard drive
(about 50GB of files) which raises problems of free space and file
system errors.

I don't think this bug is duplicate of #523395 because of the following:

 - Installing packages from online archives works fine in Karmic
 - Installing packages from local archives works fine in Karmic
 - If packages to be installed are located on the same DVD disc the 
installation finishes successfully

that needs more than one package, and those packages are located on
different DVDs, APT used to fetch then install then ask for the next
disc. But with Karmic, after fetching it doesn't install, it prompts for
the next discs... etc and then starts installation , the packages
currently in the last disc in the drive are installed, then giving an
error about the other packages which are located in the previous discs
because they are not there. Its not a problem in the discs, I think its
APT behavior itself that should be changed. Unfortunately I don't know
how to adjust this way of APT in Karmic. but a workaround for this is
pointing APT to the local repos already downloaded on the harddrive and
not using the created DVDs. I have tested it and worked fine.

I confirm this bug doesn't exist in Lucid, I tested it on Lucid alpha3,
it worked fine, except that apt-get takes about 30 seconds to prompt for
the next disc.
