One way to turn of the debug information is by editing the file
/usr/share/dbus-1/services/org.freedesktop.Notifications.service

You can do an unset DEBUG before the daemon is started, eg:

Exec=/bin/sh -c 'unset DEBUG; if [ ! -x /usr/lib/notification-daemon
/notification-daemon ] .

Hi,
thanks for reporting this. However this is intentional and not a bug. The 
developers decided to debug notify-osd in the current development version of 
ubuntu. See [0] for the related changelog entry. This is why I'm marking this 
bereport as Invalid.
You can expect the developers to disable the debug mode before the release.
