Same issue here. Tried downgrading bluez to 4.32-0ubuntu4, but didn't help.
Adding some more information in case it's useful

System: Ubuntu 9.10
Hardware: Dynamode BT-USB-M2 (Cambridge Silicon Radio)
Symptom: Device is discovered when plugged in, but times out whenever I try to 
access it (hcitool info, hcitool scan etc).

I have tried to follow your advice, but I cannot re-install the packages
with the package manager, since that wants me to "upgrade" bluez as well
or otherwise would not continue. I guess, I would have to install all
packages from the command line, but then I would need to know exactly
which versions etc. (and I am a rather casual user, so happy whenever
apt-get install does what I think it should...).

First the bad news, it doesn't work with bluez 4.60-0ubuntu4.1
Same problem as with 4.570ubuntu1

I have not much idea of how to use 'git bisect', but thats only for now.
Have to take a closer look at it.

That this Dongle doesn't work with the latest bluez package is for my self not 
really a problem.
But I convinced several friends in Thailand to give up there illegal Windows 
copy's and use Ubuntu instead.
Now from the ~20 guys I moved to Ubuntu, most of them have this Dongle and 
would like to use it.
Hard to convince someone that Ubuntu is better if there Bluetooth Dongle 
doesn't work and hard to show them how they can make it work. They all have 
simply not much knowledge and that creates for me a lot extra work when I have 
to visit them to change the bluez package back, because the update did install 
the latest version.

I've reproduced the bug with my dongle but I had no enough time to verify your 
workaround still.

Also, bluez repo uses git, so you can use `git bisect` to speedup
bughunting.

Continuing of my self conversation.

Found out that changing only the package bluez from version 4.570ubuntu1
to version 4.32-0ubuntu4 is enough to make it work in that case.

How to:
Go to http://packages.ubuntu.com/jaunty/bluez, select your Architecture (amd64 
or i386) and download the package.
Open the Synaptic package administration, search for bluez and remove bluez 
there.
Removing bluez will also remove other packages, notice that because you have to 
reinstall them later.
After removing bluez close the Synaptic (only one instance can run) and install 
the downloaded package (bluez 4.32-0ubuntu4)
A double click in the folder where you downloaded the package 
bluez_4.32-0ubuntu4_i386.deb starts the Debian package installer and ignore the 
warning that a newer version is available.
Now open and reinstall in the Synaptic package administration all other 
packages which got former uninstalled with bluez.

Thats fairly easy once you know it and can even be done by someone without much 
knowledge.
Nevertheless, it would be fine to have a fix for that. Can't be that hard to 
compare this versions to see why this Dongle stopped working.
Well, maybe I start with that on my own too when I see the activity here which 
remembers me of a cemetery.

Reverted bluez packages back to the version that is used with the Ubuntu
9.04 Live CD (4.32-0ubuntu4) and now the Dongle works also with 9.10
perfectly.

Changing packages bluez, bluez-compat, bluez-utils, bluetooth from version 
4.570ubuntu1 to version 4.32-0ubuntu4 did do the job and that would indicate it 
is indeed a bluez bug and not related to something else.
I hope there will be a fix for this dongle in future and if they are any 
questions or something I can help with feel free to ask.
I will watch for updates at the bluez PPA and report back if this dongle starts 
working with a newer version.
