The problem appears to be that /etc/init.d/ondemand changes the scaling governor to ondemand after powerdevil has started up. sudo rm /etc/rc?.d/S05ondemand prevents this from running. This is not a perfect fix though, since it means that the governor is left at performance when not logged in.
