Currently, the netbase package only 'Recommends' ifupdown:

However, removing the ifupdown package results in a broken networking
init script due to the following line:

   [ -x /sbin/ifup ] || exit 0

Either the ifupdown dependency should be removed, or it should be moved
to the Depends section.
