Public bug reported:

This bug is present for me (LimCore) after just aptitude safe-upgrade after
installing clean 9.10 amd64.
The original reporter had the problem after upgraded from Jaunty to Karmic.

I am having this error after the grub

<code>
udevadm trigger is not permitted while udev is unconfigured.
udevadm settle is not permitted while udev is unconfigured.
svgalib: cannot open /dev/mem
</code>

The PC does not boot.
It drops into (initramfs) shell.

** Affects: grub (Ubuntu)
     Importance: Undecided
         Status: New
