I can't reproduce this, I'm afraid.  I just get redirected to
google.co.uk as expected.  Perhaps another Canadian user can confirm
this?

After clicking on Classic Home on the iGoogle page, now whenever I
enter google.ca it is working as expected.

Guess you could say the problem was with the operator.
