I had tried that. But it didn't fix it.

I don't know what the issue was, but the offending config file finally
seems to have removed itself. I coudln't get it to go away before.

Either way, I just decided to try it again and it worked this time.

Not a fresh install of Dapper, I have been running this install for
several months. But no, this system was not at one point a pure Debian
system.

I think that I have the openssh-client installed Yes I do. The
client was on first. The server never seemed to want to install. I don't
know why. In general I don't think I've screwed with this too much.

Anyways, anything I can do to help, I am happy to.

Was this a fresh install of openssh-server or was a version installed
perviously? Is this on a freshly installed Ubuntu system, or is it an
old Debian etc system that has been migrated to Ubuntu? In any case,
this sounds like a bad configuration file option problem. Could you
please attach the /etc/ssh/sshd_config file by using the Include
Attachment option on the launchpad page for this bug?
