I'm experiencing the same problem under gnome, with gnome terminal for example on 10.4. The main keyboard here is an azerty/be one. I personnally use a qwerty/us one. In my session, to do a control-a I need to actually press control-q. The normal layout is changed but not the one with the modifier key. Kile version 2.0.83 using KDE 4.3.2 on Linux Mint Helena (same repo's as Ubuntu 9.10 and using gnome) Hope this is enough, if you want a conf file, just say what I need to do.
