Public bug reported: On Lucid, after upgrading, I lost the French (fr_CA.UT8) locale I had both on the desktop and on terminal. Here is what locale gives me:

So my question is, how to properly set the locale to fr_CA.UTF-8 ? it seems that some program is falling back to C locale for some reason, and then overriding the whole language configuration for my account -- while it shouldn't, because the locale works well on fresh accounts.
