I am having similar problems with one of my 10.04 machines. The shutdown
button sometimes turns white leaving no way to shutdown. I have found
that log out and login restores it, but I have had to add shutdown and
log off buttons to the panel.

Indicator session complete and all other indicator packages are
installed. I have not seen indicator applet in the startup applications
list. I did have to add the volume applet manually to see volume
control.
