Yep. With stock config, just telnetting to localhost 3128 and getting one item, restart is fine. I am running 2.7.STABLE7-1ubuntu12. Yeah, hadn't realized I had that 3.0RC1 config file (I have another proxy running on a gentoo box, which probably has 3.0). I will try just dropping in the stock ubuntu squid.conf to make sure it's not some oddity of my config file preventing it from restarting.
