There's no way to sanely call this intended or wanted behaviour, but of course it's perfectly possible to say that it would be too much work to do it right, even if it shouldn't be rocket science to allow multiple potential writers to the same profile. If you want to try to promote this upstream with mozilla (because this is not a Ubuntu bug) go to https://bugzilla.mozilla.org/ and search if somebody already asked for a similiar feature. Thanks for taking the time and report this. This is not a bug but intended behaviour. If you start firefox the profile gets locked (if you open the profile you'll find a file called 'lock') and no other instance of firefox may use this profile. Otherwise both instances would try to write files in this profile and the profile could get corrupted. The only solution in this shared enviroment is to close one instance before using another. (It may also become a problem if you use different versions of firefox on the same profile.
