Nautilus was added by InsClusoe as affected package. I don't know what part of the system is responsible for the icon chooser, but the bug itself hasn't changed at all. I did not know the package involved. The issue arose when trying to assign an icon to a launcher in the panel. bug #116443 does seem to be the same as this. This is not just counterintuitive. It is inconsistent with the way the same Gnome file dialogue works when called from other applications.
