This patch adds the low quotation marks to AltGr+v, and shifts the English quotation marks to AltGr+b and AltGr+n as suggested. The file is actually at /usr/share/X11/xkb/symbols/de. Would you mind creating a modified version that fixes the quotes as you like, and attach it (or a diff would be great), which we can incorporate as well as send upstream? Yes. Very annoying. Alt Gr + V should generate "„" and Alt Gr + Shift + V should generate a single lower quote. I can confirm here with locale de_DE.utf-8 installed.
