In general, there isn't a need to open bug reports asking us to update to the latest version. We upload the new versions to https://edge.launchpad.net/~ubuntu-mozilla-security/+archive/ppa when the beta testing period starts (and the 3.6.4 update has already been in that PPA for several weeks now, which anybody can use to participate in testing).
