Binary package hint: software-center
Reproduce:
1: Open software center
2: run "sudo update-software-center" in the terminal
3: close the dialog that appears in the software center
4: notice that when update-software-center eventually finishes all buttons are
still grayed out.
Workaround: Close software center and open it again.
