I'm guessing that that is a direct copy? If so, you'll want to remove
the comment (#) on the first line, and rename b-src as deb-src.

Ah, it's coming back to me now...

I had already added this PPA at one point, and was using the
sources.list entry to test my package manager Muon's handling of such
situations. After I was done testing, I disabled the PPA by commenting
out the broken entries, and forgot that I hadn't deleted the entry
because it wasn't showing up in software-properties anymore. Then when I
added the PPA again it uncommented the broken deb-src entry (but not the
binary entry, strangely enough) causing the problems I was seeing today.
