I've just rebuilt the ifupdown binary package from its associated
source package, and /etc/init.d/ifupdown and
/etc/init.d/ifupdown-clean are no longer included! It seems that the
original ifupdown binary package shipped with Dapper/PPC wasn't built
correctly. Rebuilding it fixes the issue.

What is the version of ifupdown on the system ?
