I confirm this bug also (screenshot attached). When the clock-applet is moved to the bottom panel-bar, it does not render its calendar/world-time popup in the correct position. Adding multiple timezone locations seems to exacerbate the problem: the window- height seems to be a factor. I also have the same problem, using a single Gnome panel at the bottom.
