This happens with compiz and gnome panel in general no matter what distro you have. I have the same bug in Arch Linux and, although it looks ugly, it's harmless. To re-fresh the panel (redraw it) i just right click, go to properties, change the size by one pixel, let it refresh, then change it back one pixel, and it's good.
