It's in update-manager. Screenie attached. Since it clearly CAN be canceled, I'm betting "cannot" should be changed to "can". Which installer were you using? I don't know where that "upgrade-system" came from. This problem can be seen during the install, after the partioner has been told to start, but wants to confirm with the user that it's OK.
