The language-support-input-ru package was considered obsolete and intentionally deleted before the Lucid release. Hence it seems to me that there is no remaining issue in this bug report that is left to be fixed, so I assigned it the status Invalid. OTOH, considering that your problem seems to have been more complex, I cannot guarantee that installing the patch wouldn't mess up things for you again.
