' c is a rather unusual mapping. According to
/usr/share/X11/locale/pt_BR.UTF-8/Compose, ' c produces ç but Compose '
c produces ć (yes, I know that isn't a Portuguese character, but neither
are most of the characters in the compose mapping). In most other UTF-8
compose mappings (/usr/share/X11/locale/en_US.UTF-8/Compose), ' c and
Compose ' c both produce ć.

In any case, at present console-setup doesn't translate the UTF-8
compose files, which might be related to this. I don't have time to fix
this for Edgy now.

The right-hand Windows key works fine, and you are right, "Compose , c" 
generates "ç" in my keyboard too. And the last part too, Im used to type these 
characters without the compose key. Like that:
' e = é
~ a = ã
' u = ú
' c = ç

So the difference is that until now Im used to type ' c to generate ç
and it doesn't work anymore (in X 'c generates ç too).

I don't have a right-hand Windows key on this keyboard, but I tried with
compose:menu instead (using both the intl and alt-intl variants), and I
can type "ç" fine with "Compose , c", which seems reasonably sensible.
Is it expected to be on "Compose + c" instead?

You might also like to check that you really do have a right Windows key
and that it isn't the Menu key instead (the one that usually looks like
a mouse pointer selecting an item from a context menu). If you don't
have the compose key you think you have, then the layout/variant you
selected will give you a number of dead keys, so you'll be able to type
characters like "é" without the aid of the compose key, and might not
notice that it's missing until you try to type "ç" (since "," isn't a
dead key).

This isn't anything to do with the model, for the record; that's bug
66774, but that's for br layouts, not us(intl).

XKBMODEL="pc105"
XKBLAYOUT="us"
XKBVARIANT="alt-intl" (with "intl" the behavior is the same)
XKBOPTIONS="lv3:ralt_switch,compose:rwin"

These options was changed and tested using "dkg-reconfigure console-
setup" and reloaded with "/etc/init.d/console-setup restart"

Appears to be correct.

Give a look at the file  /etc/default/console-setup and check if your
keyboard is set correctly on XKBMODEL and XKBMODEL entries.
