This is not a bug in pam, but indicates that something else has the
debconf database locked. We need to know what that is in order to
further debug this. Can you please run the following command from the
command line, and post the output?:
sudo fuser -v /var/cache/debconf/config.dat
** Changed in: pam (Ubuntu)
Status: New = Incomplete
