Hello,
as said in title if someone installing a fresh new copy of Ubuntu Maverick 
doesn't click on the "Encrypt my home folder" during installation, because it's 
not needed for the first user, then using the "Users and groups" panel under 
System > Administration menu to add new users there's no way to encrypt their 
home folder (of new users) because there's no option "Encrypt home folder to 
protect sensitive data" to check when clicking the "add" button as you can find 
instead if you choose to encrypt the first user home folder during installation.

I think that the option "Encrypt home folder to protect sensitive data"
might be always available on users and groups panel because it can
happen that it's not needed to encrypt home during installation and then
after some time it could be needed to encrypt a new user home folder.
