I also have this issue.
Ubuntu version: Oneiric
trying to install nvidia-96. 
Found that nvidia-96 has a dependency on xorg-video-abi-10 , but it's not on 
repositories anymore (xserver-xorg-core substitute it). 
Guess the problem is not with jockey, but with nvidia dependence. 

# apt-get install nvidia-96
Reading package lists... Done
Building dependency tree   
Reading state information... Done

I also have this issue, I successfully installed ATI/AMD proprietary
FGLRX graphics driver, and that gives me the Catalyst control center
but that wont open because it says I dont have a amd driver installed,
there is another restricted driver called ATI Fire GL when I try to
install that it gives me the You have held broken pakages error

I don't have this problem anymore, don't remember what fixed it. 
Does Synaptic say you have broken packages ?

Developers, can this be tested with the latest live CD or is that not possible ?
Cause maybe the dup status is wrong.

When i try to install one of the 2 ati drivers i get this message:
SystemError: E:Unable to correct problems, you have held broken packages.

My system: Ubuntu Beta 1 (fresh from iso) 64 bit amd, up to date.

Have this problem on Oneiric 64 bit (upgraded from Natty, a while back).
Using nvidia_current  (270.41.06 driver). Restricted driver prompt pop-
up appeared and two new options for display were shown - both were
'Nvidia binary xorg driver, kernel module and VDPAU library '. On
selecting either of the two new options I get the error message as soon
as the program tries to download the new driver. The new driver is not
downloaded.

Performing updates via command line with sudo apt-get update and sudo
