I'm seeing the same behavior and it's very annoying. The kdiff3 horizontal scrollbar is failing on Ubuntu 20.04. When the user moves the horizontal scrollbar the two panes are not refreshed with the new currently out of screen contents (only the existing contents are shown and scrolled through). What should be the new contents is shown as white space. This isn't fixed in Hardy when you have word wrapping enabled. If word wrapping isn't enabled that is fine, but I just tested it and it wasn't working. I cannot reproduce this in Hardy currently as I was able to scroll a long line that was diff'd between kde4libs in Debian and Kubuntu.
