If there are no persons, redirect to the welcome page, that asks for sysadmin username, password, and email. Then creates a superuser and adds it to Administrators Group. Currently manager is not in that group, and that's incorrect. The problem is exacerbated on LTSP systems where all users are essentially local users, which may be a fairly common use case for where Schooltool will be deployed. When Schooltool was included in Ubuntu before it had the same configuration.
