This is a very severe problem that prevents the functionality of many programs that use F1-F12 keys. I am bitten by this wrt x3270 - mainframe terminal emulator. On 3270, it is crucial to have all F-keys to reach the application - all of them are actively used. The shortcut is indeed configurable through Compiz Config.
