This doesn't just affect the bottom panel. I only have one panel on the
top edge, and windows just disappear under it instead of considering the
lower panel edge as upper workspace edge (as with standard metacity).
Once a window disappeared behind the panel, it is nontrivial to move it
again to make the window's top border reappear.

I'm running compiz upstream (0.3.5) and cannot reproduce this bug. For
me maximizing windows under compiz respects the panels.

Yes, all windows maximize slightly under the panel: tested gedit,
epiphany, gcalc, etc

I've attached a screenshot of the result of using the maximize vertical
hotkey on gedit. You'll notice the bottom goes under the panel, and the
same thing happens when it is just maximized.

compiz 1:0.3.3-0ubuntu2~git2006112 on Feisty with Radeon driver.

the compiz version has appended ~git2006112!

I've tried to use compiz from another repository, version 
compiz-freedesktop-0.3.5git
which works without this problem

I still don;t see this, but I have heard other reports similar to this.
