We are no longer shipping katapult with krunner since katapult has not been ported to KDE4. I had the same problem. Katapult did not pop up when pressing its keyboard shortcut any more. I have attached the config from $HOME/.kde/share/config/katapultrc which caused this. I have not been able to get katapult to work at all since updating. I have deleted katapultrc and purged the old install and reinstalled with no joy.
