The problem is solved - kcmlocale.mo was missing. Now everything is ok. I have found a solution! I checked all the files inside the catalogue /usr/share/locale-langpack/csb/LC_MESSAGES and found that the most needed file is kcmlocale.mo. With this file I'm able to choose Kashubian in KDE Country and Language Settings.
