your issue, it would be better if it was tracked at
https://bugs.kde.org, so that the KDE developers can deal with this

I don't think anyone has looked at this bug ever.  In fact, I think the package 
"userconfig" is abandoned.  There has been no work done on it since 2010:

Hi,

I have the same problem on Xubuntu 12.04 LTS. After changing password
via 'sudo passwd user_name' command, after reboot I was not able to log
in, because after entering a new password, the screen goes black for ~ 3
seconds and LightDM appeared again. I had to switch to another console
with 'ctrl+alt+FX' command and change the password to the previous one.

I see, that this problem is pretty old. Is there any, working solution?
Besides this proposed by Robert Simmons.
