The Precise installer is still downloading many packages when "Download updates while installing" is not checked. The Oneiric installer (as of Alpha 3), still downloads stuff even when "Download updates while installing" is unchecked. I agree with Evan that the checkbox should be about downloading *anything* during install or not.
