It isn't really an issue anymore. After several restarts NumLock is still on. After a restart NumLock was still on. numlcok_on and remeber_numlock_state are selected. The no scheme message is normal, the key is written by gnome-settings- daemon. Could you look at the value of the gconf key where you don't get numlock? At my computer is the exact path /desktop/gnome/peripherals/keyboard/host-hostname/0/numlock_on and numlock_on is on. And I discover while writing this that NumLock is on, which it isn't always.
