solved:
This failed
apt-get install --reinstall network-manager
This worked
apt-get remove network-manager
which removed network-manager and network-manager-gnome and some kde
stuff -- plasma-widget-networkmanagement knm-runtime libc-bin
apt-get install network-manager
which installed network-manager and network-manager-gnome{a}
