My nm-applet is perfectly clickable, it just does NOT show the VPN menu sometimes. Restarting is not a workaround- once I'm logged in, restarts display lots of error messages and fail to display on the status bar. I think you should also be able to see another copy of the icon, and that one would work. I can also confirm this bug. In my case, not only is the VPN menu empty, but the wireless More Networks one as well.
