Ah, OK.  That works fine.

Would it maybe make sense to change the application name in the panel
when the mouse moves into that region?

Otherwise, this issue is resolved as far as I'm concerned. Thanks for
the tip.

They do have a title bar where the panel is, so part of the reasoning
for the bug is Invalid. I think not passing events through would not be
the best solution anyway.
