Public bug reported: When installing a python package locally (--prefix=/usr/local) with setuptools, it is installed in the site-packages subdirectory instead of dist-packages. As the former is not on sys.path anymore (at least with lucid), the locally installed package doesn't load when imported.
This is similar to bug #362570, except for setuptools instead of stock python 2.6.
