I confirm this is an issue in up-to-date Oneiric beta1 as of today. Skype starts and runs fine. No notification icon appears though. If the application is "closed" by hitting the top-left close X button on the main Skype window, the app also fails to register its running status in the Unity launcher. If Skype is run again from the launcher, a second instance is created. Maybe this is a bug upstream at Skype? If I could confirmation of this I will log that myself.
